The Viceroy replied that unless security from Piracy could be guaranteed along the whole coast of China, - and such guarantee was not at present practicable - he could not give such an arrangement which would deprive trading vessels of the means of defending themselves, was impossible. The time might however come when the efficiency of the Police of the seas would admit of it.
